Merely thin paper that you can easily shred like newspaper. The design is good. I just hope it lasts. But I m not too optimistic.The description is clearly misleading, to say the least.

Update: not so easy to remove. One person described it as removing wet toilet paper from a wall.... well, yes, little tiny pieces in some cases. Took me about 4 hours to do one wall. The trick is slosh water on it, peel the vinyl off, slosh more water, peel the paper and paste off. Didn’t damage paint though so that was good.

Original review: I did a half-hearted, I'm-sick-of-staring-at-the-roll so I'll throw-the-paper-on-the-wall job, by myself, never having put up wallpaper before. And it looks great!! Yes, there are understandable imperfections in the wallpaper job, since I barely followed the directions, but it looks amazingly good considering the amount of effort I put in. I just moved into a house and the landlord left ugly walls with holes in them (and textured paint). I didn't repair or prepare the wall at all -- I just took the visible screws out of the wall and put up the wallpaper. I used a bathtub to dip the wallpaper strips in. My biggest mistake was on the first strip: I didn't get it wet enough. Other than that the wallpaper performed exactly as described. I highly recommend it.
