Yes, you can connect this smart TV to charter cable.

I work for Charter. You cannot just hook up your TV to the cable line, it will not work (unless you are in  a very outdated, analog node). You can, however hook up the HDMI cable to Charter's cable box, which you rent for a monthly fee. This TV also has ROKU, which supports the Spectrum TV (Charter) app. You must have wireless internet through Charter to use the Spectrum TV app, but the interface is very convenient. The app will check to verify you are on their network as well as the correct node.

Can you still connect with cable like charter ?

Roku TV is a built in TV streaming platform.  AVI is a video file format.

Roku has an app that will let you stream your content from devices on the same wifi network. I don't remember which formats work. There is a list on their web site. There are third party apps which will let all of your media work. I use Serviio, and I can stream all of my content. The only problem is that fastforwarding and resume don't always work with the transcoded media.
